Information About the Mental Health Services Act (MHSA)

MHSA - Proposition 63 Funding Process Information:

Proposition 63 passed by voters in November 2004 became a state law called the Mental Health Services Act (MHSA). Effective January 1, 2005, the MHSA assures State funding to counties for expanded and innovative mental health programs.

San Diego County has identified needed services, and with community recommendations, has developed the new and expanded programs that have proven effective. The resulting three-year Community Supports and Services Plan was approved by the State in October 2005 and will be updated annually for State review. San Diego County undertook a massive program development and procurement process for expanding and enhancing mental health programs and the necessary support elements. As of Fall 2007, 95% of MHSA-CSS programs have begun to provide services. New CSS Enhancement programs are now being implemented.

NOTICE OF INITIATION OF THIRTY DAY PUBLIC REVIEW PERIOD-

Mental Health Services Act (MHSA)- Proposition 63 Community Services and Supports (CSS) Prudent Reserve

Attached for your review is a notice regarding the initiation of a 30-day public review to create a prudent reserve for MHSA CSS programs. Per State law, a local MHSA prudent reserve is required so that the County of San Diego, Behavioral Health Services can continue to serve children, adults and seniors during years in which MHSA revenues are insufficient. The review period begins on April 9, 2008, and will end on May 8, 2008.
